Bill of Victualling

Bill of Victualling, or VICTUALLING BILL, is a list of necessary stores shipped from the bonded warehouse, or for drawback on board vessels proceeding on overseas voyages. It is made out by the master and countersigned by the collector of customs, the object being to prevent frauds on the revenue. Stores not on the list are liable, under the Merchant Shipping Act, 1883, to be destroyed. In the case of ships sailing in ballast, the bill of victualling acts as the certificate of clearance.
